Requested scope: independent audit of current Enveda CASMI26 Phase 0 and update of the project TODO.md. Production source, configs, datasets, caches, manifests and indexes are read-only for this audit. New evidence is written only in this report directory; TODO.md will be backed up here before editing.

Evidence priority: current file contents and resolved paths, new test/inspection results, then dated historical reports. Historical PASS flags and conversation claims are not fresh verification. Use the corrected rebuild-20260917 identity namespace (274,195 expected identities) and label legacy evidence explicitly.

Regime A is evaluated as a local target-domain/library-available validation regime supported by the published data contract. Same-compound independent library references remain eligible. Missing raw acquisition provenance is a disclosed limitation, not an invented competition requirement. Closure still requires a frozen query/reference policy and operational enforcement.

Indexed memory search was unavailable (database schema compatibility error); saved project notes and live project files are used instead. No OpenClaw runtime/config remediation is in scope.
